Position Summary

Under the direction of the Director of Financial Aid, the Manager of Reconciliation, Compliance, and Return of Funds performs a wide range of duties with a focus on return of funds and reconciliation. The position will also serve to facilitate the development and execution of departmental assessment plans resulting in continuing quality improvement. Additionally, must be able to support the functionality of the office including supervision of staff and management of day to day operations.

Reporting and Supervisory Relationships

Direct reporting relationship to the Director of Financial Aid.

Essential Responsibilities

1. Facilitates the return of funds process and internal/external reconciliation for State and Title IV programs in accordance with the regulations.

2. Effectively collaborate with college departments having involvement with Colleague testing, set up, facilitation of return of funds and reconciliation processes to ensure compliance.

3. Serve as liaison between the Financial Aid Office and the Office of Planning, Effectiveness and Assessment in developing and executing assessment plans resulting in continuing quality improvement.

4. Audits student files for accuracy and completeness for compliance with federal, state, and institutional regulations.

5. Maintains confidentiality of student records, especially in reviewing student eligibility, packaging awards, sending correspondence, and meeting with students.

6. Assists with resolving rejected Pell and Direct Loan records related to the disbursement of aid (i.e. multiple reporting, POP situations, and etc.).

7. Monitors enrollment changes; determines and facilitates aid adjustments as necessary.

8. Assists with ongoing development and updates to the policies and procedures manual for all federal, state, and institutional aid programs.

9. Assists with audits, program reviews, state/federal studies, and reporting requirements.

10. Provides information and assistance regarding the department’s programs and services.

11. Performs a variety of functions to support the day to day operation of the office.

12. Performs other duties as assigned within the scope of the department; work schedule is subject to change depending on the needs of the office.

Minimum Qualifications

1. Bachelor’s degree in business, social science or related field.

2. Three years of direct work experience with reconciliation and return of Title IV funds in a financial aid office.

3. Demonstrated ability to interpret federal, state, and institutional student financial aid guidelines.

4. Demonstrated ability of being detailed orientated and possessing strong organizational and time management skills.

5. Ability to exercise independent action involving the interpretation of established practices and procedures.

6. Ability to work well in stressful situations, meets deadlines, and demonstrates strong oral, written and interpersonal communication skills; daytime and evening hours required.

7. Ability to train, supervise and evaluate employee performance if assigned.

8. Demonstrated effective use of the Microsoft Office Suite.

Preferred Qualifications

1. Master’s degree in business, social science or related field.

2. Previous experience with Ellucian Colleague system.

3. Professional work experience in a Community College environment.
